Decodes pairs of hexadecimal digits as bytes and interprets the byte sequence as strict UTF-8 text.
Formula or rule
Parse each pair of hexadecimal digits as one byte, then UTF-8-decode the bytes. Odd digit counts, non-hex input, and invalid UTF-8 are rejected.
